Re-Organizational Meeting of the Board of Education

Members Present: Todd Brewer, Benji Harper, Beth Buford, Mildred Morrison, Phillip Roberts, Wade Prince, and Rick Parker
Members Absent: David Brawley
Board Secretary: Rebecca Foster
Administrators: Dr. Mike Redlich, Superintendent, Armand Spurgin, HS Principal, Carol Bouma, Elementary Principal, and Paula King, Assistant Principal

I. Call to Order: A quorum being present and due notice having been mailed and published, the special meeting of the Southern Reynolds County R-II School District was called to order on April 16, 2009 at 6:00 p.m. in the Central Office Board Room by Todd Brewer, Board President.

II. Election Results: Motion was made by Phillip Roberts and seconded by Benji Harper to accept the election results as presented from the Shannon and Reynolds County Clerks. Motion carried.

III. New Board Members Rick Parker and Todd Brewer were sworn in by Board Secretary, Rebecca Foster.

IV. Re-Organization of the Board: Superintendent, Mike Redlich presided over the re-organization of the board.

a. President- Motion was made by Benji Harper and seconded by Wade Prince to nominate Todd Brewer as the president of the board. With no further nominations, Todd Brewer was elected as president by acclamation. Motion carried

Todd Brewer presided over the remainder of the meeting.

b. Vice President – Motion was made by Phillip Roberts and seconded by Mildred Morrison to nominate Benji Harper as vice-president of the board. With no further nominations, Benji Harper was elected as vice-president by acclamation. Motion carried.

c. Secretary – Motion was made by Benji Harper and seconded by Phillip Roberts to nominate Rebecca Foster as secretary of the board. With no further nominations, Rebecca Foster was elected as board secretary by acclamation. Motion carried.

d. Treasurer – Motion was made by Wade Prince and seconded by Mildred Morrison to nominate Beth Buford as treasurer of the board. With no further nominations, Beth Buford was elected treasurer by acclamation. Motion carried.

e. MSBA Representative: Motion was made by Benji Harper and seconded by Wade Prince to nominate Phillip Roberts as the MSBA Representative. With no further nominations, Phillip Roberts was elected as the MSBA Representative. Motion carried,

V. Adjourn: Motion was made by Benji Harper and seconded by Beth Buford to adjourn the re-organizational meeting. Motion carried.

Motion was made by Beth Buford and seconded by Benji Harper to approve the consent agenda as presented. Motion carried.

Action Items:

a. 2009-10 School Calendar: Motion was made by Benji Harper and seconded by Phillip Roberts to approve calendar option #3 as presented. Motion carried.

b. P-Card: Motion was made by Wade Prince and seconded by Beth Buford to approve the use of the P-Card through UMB Bank with the use of agreements by all users and the cards being maintained in the offices and issued through the offices for usage by other personnel. Motion carried.

c. Health Insurance: Motion was made by Phillip Roberts and seconded by Wade Prince to approve the 2009-10 health insurance through the SCEC consortium with United Health Care as the provider and offering three policy options,
a. Plan 1, Plan 2 and adding the option of the buy down which is option 4,
b. Changing the Health Reimbursement Account from $1,500 to $1,000 as the reimbursable amount
c. Adding $500 to the employee Health Savings Accounts for the first members enrolling in the program.
Motion carried.

Motion was made by Wade Prince and seconded by Beth Buford to go into executive session at 7:05 p.m. Motion carried. The Board entered into closed session at 7:05 p.m. and returned to open session at 9:19 p.m.
